When authorities in Ho Chi Minh open doors to people after Covid

The People's Committee of Ho Chi Minh City has released Official Letter 3086 dated September 15^th, 2021 according to which, State agencies and units will open to all people in 4 phases, specifically:

Pilot phase (from September 16^th, 2021 to the end of September 30^th, 2021)

- Continue to suspend direct receiving and handling administrative procedures at agencies and units.

- Only solve administrative procedures in the form of online public services level 4 (sending results back via online network environment or public postal services); and special and urgent administrative procedures for business purposes, for COVID-19 prevention and control (receiving online or directly or through the public postal service and only returning results online, public postal service).

Phase 1 (from October 1^st, 2021 to the end of October 31^st, 2021)

- In case administrative procedures at level 3 and level 4 have been approved by agencies or units providing online public services, the agency or unit has coordinated with public postal units to receive and return results via public postal service: receive, settle down and send results of administrative procedures dossiers online, via public postal service.

- In case that special and urgent administrative procedures are directly received under the guidance of the Committee Office in Official Letter 4230.VP-KSTT dated June 3^rd, 2021: receive directly and return the results of administrative procedures through the public postal service (unless it is required by law to return the results directly).

- Individuals and representatives of organizations who come directly to the Committee office to request the settlement of administrative procedures must have got enough 2 doses of COVID-19 vaccine.

In case an individual or representative of an organization has not got enough 2 doses of COVID-19 vaccine, they must have negative test result for SARS-CoV-2 (fast test possible).

Phase 2 (from November 1^st, 2021 to the end of January 15^th, 2022)

- Encourage and prioritize the use of online network to solve services at level 3 and level 4; receive and return results of administrative procedures through postal service.

In addition to the list of special and urgent administrative procedures that are directly received. In addition, administrative procedures received, processed and returned results are in line with requirements of COVID-19 epidemic prevention and control;

- Individuals and representatives of organizations who come directly to the Committee office to request settlement of administrative procedures must issue with COVID Green Card. In case an individual or an organization representative is only granted a COVID Yellow Card, he or she must have negative test result for SARS-CoV-2 (fast test is possible) at authorized medical facility.

Phase 3 (after January 15^th, 2022)

- Receive, process and return the results of administrative documents from/to individuals and organizations according to current regulations.

- Individuals and representatives of organizations who come directly to the Committee office to request the settlement of administrative procedures must issue COVID Green Card. In case an individual or representative of an organization is only granted a COVID Yellow Card, they must have negative test result for SARS-CoV-2 (fast testing is possible) at a authorized medical facility (with updated information in the common database system).
