Unifying three roadmaps of "Opening the economy"

In the evening of September 14th, the 8th Conference of the Executive Committee of the Ho Chi Minh City Party Committee 2020-2025 (extended) ended.

Concluding the conference, Secretary of the Ho Chi Minh City Party Committee Mr. Nguyen Van Nen requested that in the coming time, continue to strengthen the tasks and measures to prevent and control the epidemic according to Resolution 86 of the Government and the official dispatches of the Prime Minister. Ho Chi Minh City continues social distance because this is decisive factor to prevent and control infection to the community.

At the same time, Ho Chi Minh continue testing on a large scale as "speedy" plan. This is also a key task to promptly detect F0 before its spreading to the community.

In particular, the top priority is that Ho Chi Minh City continue treatment and reduce mortality. According to Mr. Nguyen Van Nen, the number of deaths is still high, and there are many resuscitation centers to treat serious case at present.

Secretary of Ho Chi Minh City Party Committee said that the meeting agreed a roadmap to implement through 3 phases.

Specifically: phase 1 (from October 1 to October 30), phase 2 (from January 1 to January 15, 2022), and phase 3 (from January 15, 2022). All these stages will depend on the situation of epidemic in the locality.

According to Mr. Nguyen Van Nen, the conference also agreed on a number of viewpoints and guiding principles. In the progress of epidemic prevention, the ultimate goal of Ho Chi Minh City is to protect the health and lives of people. Therefore, when the situation requires stricter measures, any factor affecting public health and the "health" of economy must be taken into account.

However, when the epidemic situation has been basically controlled, Ho Chi Minh City implemented the economic recovery plan and strategy. The City gradually opened the economy, which is an urgent requirement.

Mr. Nen said: the motto of Ho Chi Minh City is not to be too slow compared to the requirements of reality when given opportunity, but not be subjective, impatient. The City should take careful steps and should not open the door if it is not safe.

The conference agreed to select District 7, Can Gio and Cu Chi districts and a number of industrial parks, export processing zones, and FDI enterprises that are eligible for pilot opening and re-operating under control.

Mr. Nguyen Van Should highly appreciated the leaders of the 3 districts above for their commitment to ensure epidemic prevention in the area, and immediately promote activities to open doors to welcome tourists in the near future. Specifically, District 7 has different conditions than Can Gio and Cu Chi districts, so it should be more cautious and take longer time to carefully prepare.

Hospitals, clinics, private clinics open to receive other patients

Mr. Nguyen Van Nen also said that the City Party Committee highly agreed with 11 strategic contents in the plan in which the Party Committee of Ho Chi Minh City presented at the conference such as: Strategy on health and social distancing; economic recovery strategy; on social security; supply chain assurance of food products for the people, etc.

Among above strategies, the health strategy is core. In this strategy, it is necessary to evaluate the strengths, weaknesses, and current situation of the health system in Ho Chi Minh City.

The health strategy must also address the population characteristics, living conditions, and conditions of people accessing health care in the current context. In particular, more attention must be paid to the disease prevention mechanism, labor and housing factors in each area today.

The Secretary remind the assessment and review of the grassroots health system from the ward and commune health stations to the district health centers, district level to the city level for re-arrangement. In fact, in the prevention of the epidemic, it has revealed weaknesses that Ho Chi Minh City needs to overcome soon for better health system.

In coming future, Mr. Nguyen Van Nen proposed opening a mechanism so that all people can access the health system conveniently and fairly. Currently, patients with diseases not regarding COVID-19 have difficulties accessing medical care and medicine when Ho Chi Minh City implements social distancing. Private hospitals, clinics, and clinics must open their doors to operate as soon as possible.

He especially noted that the second most urgent task in the health strategy in coming days is to limit deaths and strengthen the human resource of medical industry.

Mr. Nguyen Van Nen also requested that the implementation of the Third Aid Package must set appropriate criteria, make a specific list and have a review board to ensure legality and fairness. The support distribution must be open and transparent to people, and this is also a way to protect grassroots cadres.
