Promoting progress of Ho Chi Minh - Moc Bai expressway Phase 1
Ho Chi Minh City Department of Transport concluded the meeting on reviewing and evaluating the investment scale of the complete phase of the Ho Chi Minh City - Moc Bai expressway investment project.
At the conclusion of the meeting, Mr. Phan Cong Bang - Deputy Director of Ho Chi Minh City Department of Transport. Ho Chi Minh City requests the Department of Transport and the consulting unit to coordinate with the Department of Planning and Architecture, the People's Committee of Cu Chi district and relevant agencies to quickly review the legal basis related to the expressway through Cu Chi district. On that basis, propose a plan to locally adjust the general planning plan for construction of Cu Chi district due to the Divert the highway to avoid the area of ammunition depot K75/Technical Department/7th Military Region.
Earlier, at the end of 2022, the Ministry of Defense had a proposal to adjust the direction of the Ho Chi Minh City expressway. HCMC – Moc Bai due to the impact on the defense land area in Ho Chi Minh City and Tay Ninh.
During the meeting, the Ho Chi Minh City Department of Transport requested the Department of Transport and the consulting unit to analyze, evaluate and explain clearly to propose the number of lanes and investment scale of Ho Chi Minh - Moc Bai is suitable for future transport needs before and after 2045, based on survey data, forecast of traffic development needs, investment situation to develop regional transport networks...
For the investment plan phase 1, the Project Management Board invests in the construction of traffic works and the consulting unit to build investment plans (plans for cross-section, lane width....) to ensure investment efficiency; the financial plan of the project is feasible; favorable with the scale of investment in the complete stage.
Ho Chi Minh City - Moc Bai Expressway is expected to start from Ring Road 3 in Cu Chi District, Ho Chi Minh City, the end point connecting to National Highway 22 in Moc Bai border gate area (Tay Ninh).
According to the plan, the length of the whole route is about 50 km, of which the section passes through Ho Chi Minh City is about 23.7 km; the section through Tay Ninh province is about 26.3 km. Cross-section of the section through the territory of Ho Chi Minh City has 8 lanes, the remaining section in Tay Ninh province has 6 lanes. The implementation time of the project phase 1 is expected within Year period 2022 - 2027.
Total investment in phase 1 is about VND 16,729 billion, of which construction costs are VND 6,355 billion; site clearance compensation costs in Ho Chi Minh City will be VND 5,901 billion, while Tay Ninh province get paid VND 1,532 billion; Other expenses VND 2,941 billion. Ho Chi Minh City – Moc Bai Expressway is invested in the BOT method, the state supports the cost of site clearance compensation from capital from the budget of Ho Chi Minh City and Tay Ninh province.
